Japan Post currently accepts EMS to the Philippines, with a 20kg EMS limit. Philippine Customs keeps the ₱10,000 de minimis threshold for duties and taxes, while 2025 rules added import-processing charges in some low-value cases.

For a normal online purchase from Japan, start with item eligibility → parcel size/weight → declared value → Philippine customs treatment. Do not assume “under ₱10,000” automatically means zero charges of every kind.

Japan Post's current country table shows EMS available to the Philippines. Air and surface services are also available for relevant mail categories, while SAL is currently suspended. EAD transmission is mandatory for items containing dutiable goods.

3. The ₱10,000 de minimis rule
The Philippine Bureau of Customs states that no duties and taxes are collected on goods with an FOB/FCA value of ₱10,000 or less. Goods above ₱10,000 can be subject to duties and taxes, with the rate depending on the item.
“No duties and taxes” does not necessarily mean “no customs-related charge.” CAO 02-2025 introduced import-processing charges for some cross-border de minimis goods. For goods processed directly by the claimant, the published rate is ₱0 at ₱5,000 or below and ₱125 above ₱5,000 up to ₱10,000. Third-party-cleared shipments use a different schedule.
4. What proof should you keep?
Philippine Customs says proof of purchase or payment may be required for valuation. Keep the order confirmation, invoice and payment receipt until the parcel is released.
5. Check the product itself, not just the parcel
Japan Post's Philippines prohibited/restricted-item list is separate from the general international-mail dangerous-goods rules. Plants, certain liquids/gels and other categories may require conditions or permits, while some categories are prohibited.
I would screenshot the product page and payment total before the parcel leaves Japan. Customs questions are much easier when the exact item, price and model are already documented.
