A barcode starting 45 or 49 can be Japanese-issued — without being made in Japan.
GS1 Japan allocates company prefixes beginning with 45 or 49, while GS1 Global explicitly says prefixes do not show manufacturing origin.

GS1 Japan explains that it issues GS1 Company Prefixes beginning with 45 or 49. Those prefixes are used to build product identifiers such as GTIN/JAN codes.
What GS1 says about country of origin
GS1 Global states directly that a GS1 prefix does not identify the product's country of origin. Companies can manufacture products anywhere in the world.
Japanese barcode allocation ≠ Japanese manufacture. Do not market or describe a product as “Made in Japan” from the first digits of its barcode alone.
So how do you verify origin?
Look for the manufacturer's official origin information, the product packaging, or a reliable origin statement. Japan's Consumer Affairs Agency explains that origin refers to the country where a substantial change to the product was made for the purpose of origin representations.
